For decades a camera’s job was memory: record now, review later. Single cities now run hundreds of thousands of cameras. The watching never scaled with them. CORTEX gives the network the one thing it was never built with: perception.
Three AI models sense, verify and understand. One live map places every event. One sealed record keeps it.
The whole scene, and why.
A multimodal scene model reads the whole frame, tells fire from steam, dust, glare and haze, and writes its assessment in plain language. Only what it confirms passes the gate. It runs on hardware you own.
IF STAGE 3 IS OFFLINE, ALERTS SAY SO · CONFIRMED 2/3.Open flame and a rising smoke plume on a waste heap. Not consistent with steam, dust, glare or haze.
Every camera sits on the map at its surveyed position, mounting height and heading, so CORTEX knows what each one can see. One camera’s bearing and tilt fix an event with an accuracy radius, and the nearest PTZ slews to it and holds the track. Coverage, blind areas, zones and months of event history share the same picture, on base maps that work air-gapped.

Every camera, alert and incident on one map.
Position from one camera, with an accuracy radius.
The nearest PTZ turns to the fix and holds the track.
PTZ footprints, viewsheds and blind areas.
Detection and exclusion zones, drawn once, shown on camera and map.
Repeat sites and hotspot history over weeks and months.
Operators stay in charge. What they decide is recorded, reviewed and fed back into how your estate is watched.
Acknowledge, confirm or mark a false alarm with a reason. Every action is audited.
The verdict, the reason and all three stage results are kept with the sealed record.
Disputed detections can be submitted for model review, with the frame and the scene assessment attached.
Thresholds and classes are tuned per camera and per site from what the review shows.
Recordings, inference, events and metadata can remain entirely on customer-controlled infrastructure.
